Offshore residence was a fallback position after Collins spent close to a year researching the loss of Pacific Salmon in San Francisco Bay and planning to replace the salmon in a live tank that would fill an abandoned pier building in San Francisco. The project was first approved then not approved by the Golden Gate Recreation Area managers. The response was to embed himself with the Port of San Francisco where a set of abandoned pilings would provide form and suggest function for an architectonic structure that would be a visual interface, rather than an approachable building. The actual form of Tidal Well would shift and blend in the changing conditions of water, sky and light over time.
